My administrator account is corrupted, so I can’t access it or give permission from it in my other accounts. I have the windows 7 cd and all my data backed up, all I need to do now is to reinstall the OS. But I haven’t found a way to do that without having to give permission (which i can’t). Does anyone have any suggestions?

yes you would reinstall from a windows 7 installation dvd. And you would install as a new operating system (over top of your c drive partition (assuming your os is installed on C).
Just put your DVD in the DVD ROM and set your bios to boot from CD. Thats all. Windows will start installation in C drive. It will preserve all your files in windows.old folder in C drive, which you can delete later.
