I have seen on the Dream scene program you can play a video as a background wallpaper is there any way of doing this on Vista home premium?

It’s Windows Vista Home Premium. I’ve tried password reset disk. No Luck. Please please please help me! Much appreciated.

I have a Toshiba a200 laptop (VISTA HOME PREMIUM), i want to restore it to how it was when it was new.
No discs came with the computer so i dont have a recovery disc.
